 | | Inspector General of Police | Adequate arrangements are being made to ensure a peaceful presidential inauguration ceremony on 29 May.
On 19 May, President Olusegun Obasanjo held a Security Council meeting attended by the Vice President, Atiku Abubakar; the National Security Adviser, Lieutenant General Aliyu Mohammed-Gusau; the Chief of Defence Staff, Admiral Ibrahim Ogohi; the Service Chiefs and the Inspector General of Police, Tafa Balogun. The purpose was to put together a series of measures that would ensure a peaceful transition.
After the meeting, the Inspector General, in a nationwide broadcast, warned that all plans to disrupt the inauguration should be immediately shelved. According to him, Intelligence reports reveal that:
- Certain groups are planning massive antigovernment demonstrations to obstruct the inauguration
- Youths have been mobilized and are currently being trained for the purpose of causing mayhem and confusion on an unknown date
- People are being recruited for mass action to intimidate the Government and cause general breakdown of law and order
- Explosives are being manufactured for the purpose of causing panic and throwing the country into disarray
The Inspector General declared that it will be subsequently unlawful to convene public rallies or processions without Police permission, and that anyone found guilty would be dealt with accordingly. Also on 19 May, the President met with Governors of the South-eastern States. In attendance were the out-going Governor of Anambra State, Dr Chinwoke Mbadinuju, and Governors Sam Egwu of Ebonyi State, Achike Udenwa of Imo State and Chimaroke Nnamani of Enugu State.
